Chapter I: General Rules
第一百五十条 排放污染物的单位和个人,应当采取有效措施,防治在生产、生活和其他活动中产生的大气污染、水污染、海洋污染、土壤污染、固体废物污染、噪声污染、放射性污染,以及化学物质污染、电磁辐射污染、光污染等环境污染。 Article 150 Entities and individuals discharging pollutants shall take effective measures to prevent and control environmental pollution generated from production, daily life, and other activities, including air pollution, water pollution, marine pollution, soil pollution, solid waste pollution, noise pollution, radioactive pollution, as well as chemical substance pollution, electromagnetic radiation pollution, and light pollution.

Chapter XXXVI: Prevention and Control of Light Pollution
第六百六十七条 本法所称光污染,是指过度、不恰当使用人工照明或者不恰当改变日光的照射条件,造成周围生活环境中人的视觉受到干扰的现象。 Article 667 For the purposes of this Law, light pollution refers to the phenomenon of excessive or inappropriate use of artificial lighting, or inappropriate alteration of sunlight irradiation conditions, resulting in visual disturbance to people in the surrounding living environment.
第六百六十八条 国务院生态环境主管部门对全国光污染防治工作实施统一监督管理。地方人民政府生态环境主管部门对本行政区域光污染防治工作实施统一监督管理。

县级以上人民政府住房城乡建设、交通运输等有关部门在各自职责范围内对光污染防治工作实施监督管理。
Article 668 The competent department for ecology and environment under the State Council shall exercise unified nationwide supervision and administration over light pollution prevention and control. The competent departments for ecology and environment of local people's governments shall exercise unified supervision and administration over light pollution prevention and control within their respective administrative regions.

The departments for housing and urban-rural development, transport, and other relevant departments of people's governments at or above the county level shall supervise and administer light pollution prevention and control within their respective scopes of responsibilities.
第六百六十九条 各级人民政府及其有关部门编制国土空间规划和相关规划,应当充分考虑城乡区域开发、改造和建设项目可能产生的光污染影响,统筹规划,合理安排土地用途和建设布局,防止、减轻光污染 Article 669 When formulating territorial spatial plans and related plans, people's governments at all levels and their relevant departments shall fully consider the potential light pollution impacts of urban and rural regional development, renewal, and construction projects, make overall plans, and rationally allocate land uses and construction layouts to prevent and mitigate light pollution.
第六百七十条 国务院标准化主管部门会同国务院住房城乡建设、生态环境、交通运输等有关部门根据光污染防治的要求和国家经济、技术条件,对照明产品、户外显示产品、交通补光灯、建筑玻璃和材料等在其技术规范或者产品质量标准中规定合理的光限值。 Article 670 The competent department for standardization under the State Council, in conjunction with the competent departments for housing and urban-rural development, ecology and environment, transport, and other relevant departments under the State Council, shall—based on requirements for light pollution prevention and control and the nation’s economic and technological conditions—stipulate rational light limits in the technical specifications or product quality standards for lighting products, outdoor display products, traffic supplemental lights, building glass and materials, and the like.
第六百七十一条 广告屏、广告牌、灯箱、媒体立面墙、道路、体育场、施工场地等,应当按照国家规定合理设计、安装、使用照明设施,定期保养维护,采取有效措施,防止、减轻光污染 Article 671 Advertising screens, advertising boards, light boxes, media facade walls, roads, sports venues, construction sites, and the like, shall, in accordance with state regulations, design, install, and use light fixtures rationally, maintain regularly, and take effective measures to prevent and mitigate light pollution.
第六百七十二条 建筑物、构筑物外表面采用玻璃幕墙等建筑材料,应当符合国家规定,合理设计和选材,防止、减轻光污染 Article 672 When using glass curtain walls and other building materials on the exterior surfaces of buildings and structures, such use shall comply with state regulations, and the design and materials selection shall be rational to prevent and mitigate light pollution.
第六百七十三条 县级以上地方人民政府应当根据实际情况,实行光污染防治分区管理,加强对需要特殊保护区域的人工照明和日光照射条件的控制。 Article 673 Local people's governments at or above the county level shall, based on actual circumstances, implement zoned management for light pollution prevention and control, and strengthen control over artificial lighting and sunlight irradiation conditions in areas requiring special protection.

第十一节 违反化学物质污染风险管控、电磁辐射和光污染防治规定
Section 11: Violations of Provisions on Risk Control of Chemical Substance Pollution, and Prevention and Control of Electromagnetic Radiation Pollution and Light Pollution
第一千二百一十条 违反本法规定,广告屏、广告牌、灯箱、媒体立面墙、道路、体育场、施工场地等,未采取有效措施防止、减轻光污染,干扰他人正常生活、交通出行的,由住房城乡建设主管部门、生态环境主管部门、交通运输主管部门、公安机关交通管理部门按照职责分工责令改正;拒不改正的,处五千元以上五万元以下的罚款。 Article 1210 In violation of the provisions of this Law, advertising screens, advertising boards, light boxes, media facade walls, roads, sports venues, construction sites, and the like, fail to take effective measures to prevent and mitigate light pollution, thereby interfering with the normal life and transportation of others, shall be ordered to make corrections by the competent departments for housing and urban-rural development, ecology and environment, and transport, as well as the traffic management departments of public security organs, in accordance with the division of responsibilities; if corrections are refused, a fine of not less than 5,000 yuan but not more than 50,000 yuan shall be imposed.
